Inoperable magnet stop

How's this for a safety issue? The box in the picture below is the emergency magnet stop for a system in Manhattan. At the time this picture was taken, the box had no power and no battery backup. It was completely inoperable. In an emergency situation, there was no way to deactivate the magnet!
